§ 15-2. Designation of chief procurement officers.

  • (a)

    The chief procurement officer required by M.G.L.A. c. 30B shall, for all city departments, be the purchasing director/agent, with the exception of the gas and electric department. The chief procurement officer for the gas and electric department shall be that individual that has been appointed as manager pursuant to M.G.L.A. c. 164, § 56; unless the Westfield Municipal Light Board votes, by a majority, to accept the provisions of M.G.L.A. c. 30B, in which event, the chief procurement officer shall be the purchasing director's delegate; which delegation is authorized and shall be made in accordance with M.G.L.A. c. 30B, § 19. The official responsible for procurement within the school department shall be the purchasing director's delegate; which delegation is authorized by and shall be made in accordance with M.G.L.A. c. 30B, § 19.

    (b)

    There may be an assistant purchasing director and purchasing clerk who shall be subject to the direction and control of the purchasing director. The assistant purchasing director shall have had, prior to his/her appointment, at least three years' experience in purchasing with public or business enterprises.

    (c)

    The purchasing director and the assistant purchasing director shall be bonded by the city for the faithful performance of their duties, to be approved by the city solicitor, in a sum to be determined by the mayor. In the absence, inability to serve, removal, resignation or death of the purchasing director, the assistant purchasing director shall carry out the duties of the purchasing director until his/her return or until his/her successor shall have been appointed, such appointment to be for the unexpired term of the purchasing director.
