§ 18-122. Refuse and recycling.

  • (a)

    Solid waste management fee. The fee to be charged for the solid waste management program within the city is hereby established as $95.00 quarterly, per residential unit, effective for the respective billing scheduled in fiscal year 2002. Fees will be assessed on a quarterly basis.

    (b)

    M.G.L.A. c. 40, § 58, adopted December 20, 1990, authorizes the imposition of a municipal charges lien on real property upon failure to pay fees charged by the city under the solid waste management program.

    (c)

    For those permanent Westfield residents 65 years of age or older who own and occupy a unit as a principal residence, one such resident per household may apply to the board of public works or its designee, for a ten percent discount from the solid waste management fee as set at section 18-122. Applications for abatement for reasons other than the senior discount shall be submitted in writing to, and determined by, the board.

    (d)

    The board of public works shall adopt reasonable rules, not inconsistent with this Code of Ordinances, for the equitable and efficient administration of the solid waste management fee.
