§ 34. Determination of procedure in the absence of Council Rule.

  • In the absence of a rule that determines the proper course of parliamentary procedure for a matter under consideration, the president shall declare the procedure. However, by point of order promptly made, any member may raise the question as to the proper procedure and the president shall refer the question of the proper procedure to the judgment of the members. In the course of debate, any member may reference the text of "Robert's Rules of Order, Newly Revised" but said text shall not be determinative, the question to be decided by majority vote.
