§ 33. Suspension, amendment or repeal of rules or orders.

Except as specified at Section 4, no standing rule or order of the council shall be suspended unless three-fourths of the members present shall consent thereto; nor shall any rule or order be repealed or amended without at least one day's notice being given of the motion thereof, nor unless a majority of the entire council shall concur therein.
