§ 2. Quorum.

At all meetings of the council, a majority shall constitute a quorum for the transaction of business. Whenever a measure may be adopted by majority vote, the affirmative vote of a majority of the entire membership of the council shall be necessary to adopt the motion, ordinance, resolution or other measure unless otherwise specifically so stated.
