The total number of class 2 licenses issued under M.G.L.A. c. 140, §§ 58, 59, shall
not be more than 27, except this section shall not apply to premises lawfully in existence
and lawfully used in accordance with M.G.L. c.140, secs. 58, 59, at the time of enactment
hereof, providing that said premises have been continuously used for said purposes.
