The board of appeals shall consist of the head of the fire department, ex officio,
who may designate from time to time a person serving in the fire department to act
temporarily as a member of such board, with the same powers and duties as other members
of the board, and two members appointed by the mayor subject to the confirmation of
the city council. One of the members so appointed shall be either a professional engineer
registered under the provisions of M.G.L.A. c. 13, §§ 45—47 and M.G.L.A. c. 112, §§
81D—81T, or an architect registered under the provisions of M.G.L.A. c. 13, §§ 44A—44D
and M.G.L.A. c. 112, §§ 60A—60J; and one shall be either a master electrician licensed
under the provisions of M.G.L.A. c. 141, or a master plumber licensed under the provisions
of M.G.L.A. c. 142.
