This article is adopted in accordance with the authority granted, inter alia, by chapter
294 of the Acts of Massachusetts of 1920, as amended, and the powers granted to cities
in the Massachusetts General Laws. It is intended that the department of information
technology as hereby created shall have the status of a municipal data processing
center as authorized by M.G.L.A. c. 41, § 23D; that the information technology manager
as appointed hereunder shall have the duties and privileges of a data processing coordinator
as specified therein and shall not, therefore, be subject to the provisions of M.G.L.A.,
c. 31.
