§ 9. Motions to be read by presiding officer; withdrawal.

After a motion is stated, or read by the president or president pro tempore of the council, it shall be deemed to be in possession of the council, and shall be disposed of by vote; but the mover may withdraw it by unanimous consent at any time before a decision of amendment to the motion or vote on the main motion itself.
