§ 31. Committee reports.

(a)

Each committee shall be required to make a report to the council on each item as is referred to it within 90 days of the initial referral. Thereafter, the item shall be the subject of a committee report no less frequently than once each 90 days until action is taken by the full council.

(b)

Upon the expiration of ninety days from the date of an initial referral of an item to a committee, any member may bring a motion to the floor seeking to recall from that committee the item that has previously been referred thereto and, upon an affirmative vote by a majority of the members, the item shall be on the floor for consideration by the full council.
