§ 28. Public participation.

  • The following rules shall apply to public participation:

    (a)

    Public participation is limited to 15 minutes. This time limit may be extended upon motion made, seconded and voted by a majority.

    (b)

    Each person speaking during public participation is limited to one three-minute presentation unless, upon motion made, seconded and voted by a majority, the person is allowed a second presentation or is voted an extension of the time limit.

    (c)

    Public participation is not suitable to express opinions regarding, or to state complaints or charges against, a named public officer, employee, staff member or any individual if the opinion, complaint or charge involves the competence, character, reputation, physical or mental health of that individual. Participants are expected to conduct themselves in an appropriate manner, respectful of the opinions of others that may be contrary to their own.

    (d)

    Public participation shall not be allowed for matters which are, or have been, the subject of a public hearing before the council.

    (e)

    Failure to adhere to this rule, or to comply with an admonishment from the president, shall be grounds for forfeiture of the right to address the council.

    (f)

    Council business shall not be conducted by the members during public participation.
