§ 22. All members to vote; exception.

Every member who is present, including the president, when a question is put, where he is not excluded by interest, shall vote unless the council, for special reason, excuses him. The abstaining member must state his reason for abstention. Application to be so excused shall be made before the vote is taken and shall be decided without debate.
