§ 20. Taking roll-call vote; order of voting.

  • (a)

    A roll-call shall be taken on any question or motion upon the request of one of the members present. When the president puts the question, a member may, by point of order to be ruled upon by the president, seek to delay putting the question to allow additional debate in accordance with council rules. If the president declines to extend debate, the member having raised the point of order may promptly call for a vote of the members by roll-call and a majority vote shall decide whether to end or extend debate.

    (b)

    In all cases where a vote by roll call is requested, or otherwise required by law, it shall proceed in the following manner: The clerk shall call the name of each member present by a rotating alphabetical order which shall begin with the first vote of the first meeting of the calendar year, that is, the vote to elect the council president. The first to vote shall be the first in alphabetical order by surname and thereafter at the next meeting with the second surname in alphabetical order beginning the vote, continuing through the alphabet at each meeting.
