§ 17. Interrupting members speaking; calling member to order, etc.

  • No member speaking shall be interrupted by another, unless by a call to order or to correct a mistake. If any member, in speaking or otherwise, transgresses the rules of the council, the president shall, or any member may, call him to order. A member called to order shall thereupon immediately yield the floor and cease speaking unless permitted to explain by the president. Any question asked of a member shall be asked through the president.
